The same story is told in Charles Lamont's "Circumstantial Evidence" (1935), where Chick Chandler played the crusading journalist who deliberately frames himself to make a judicial point. There are at least twenty other feature films called "Circumstantial Evidence", dating back to 1903 (!), and one of those may be the original source of the idea.
